摘要
一个国家的综合竞争力和科技创新能力最终取决于能否拥有一支优秀的一流的人才队伍。为此世界各国把创新人才培养和引进置于重要的战略地位。采用文献分析的方法,对丝绸之路沿线国家以色列、伊朗和埃及等的国家创新人才培养和政策措施进行对比分析,总结各国人才培养方面的特点,通过2008-2018年以来的各国的科技论文、居民专利申请量和全球创新指数排名的数据变化分析实施效果,最后针对我国在创新人才培养方面存在的问题提出几点建议和启示。本研究将有助于了解丝绸之路经济带沿线国家创新人才培养状况,从而促进我国与中东国家之间的科技合作和交流。
This study analyzes the characteristics of national innovative talent cultivation in the countries along the Silk Road,Israel,Iran and Egypt,and compares the national education qualities of the three countries and creates a talent growth environment.It points out the characteristics of the above countries in terms of talent cultivation.At the same time,the implementation effect of data changes in three aspects of scientific papers,resident patent applications,and global innovation index rankings from 2008 to 2018 in Israel,Iran,and Egypt is analyzed,and finally several points are raised for China’s problems in the cultivation of innovative talent Suggestions and inspirations.This research will help us understand the status of innovative talent training in countries along the Silk Road Economic Belt,thereby promoting the contact and cooperation between China and Middle East countries.
