摘要
北京市中医养生类社区教育现行主体架构存在多龙治水、权责不明、难以考核等弊端,已经不能应对中医养生类社区教育进步发展带来的挑战。借鉴其他省市经验,并结合北京市客观情形,需要从法规规章层面做出明确架构规定,重构北京开放大学领衔、以社区学院为骨干、以社区卫生服务中心为基本力量等三个层次纵深主体结构,并融合中医高职院校、中医医院等社会力量为实务支点,可以较好地整合社区教育资源,提升社区教育公平,为北京市中医养生类社区教育向品牌化、特色化内涵式发展铺垫道路。
Currently, the main body of health community education of traditional Chinese medicine in Beijing has many drawbacks, including multiple administrative authorities, obscure right and responsibility boundaries, and assessment difficulty, etc. This situation restrains such body from coping with the challenges brought by the progress and development of health community education of traditional Chinese medicine. Referring to the experience of other provinces and cities, and combining with the objective situation in Beijing, we need to clarify its structure and regulations from the perspective of rules and provisions so as to recover the main deep structure comprising Beijing Open University that plays a leading role, the community institutions serving as a backbone and community health service centers that exert basic strength. Mean while, by relying upon the collective force of higher vocational colleges of traditional Chinese medicine and traditional Chinese hospitals, the educational resources of communities can be better integrated and the degree of fairness of education of communities can be enhanced. This then will lay a foundation for the development of the health community education of traditional Chinese medicine in the direction of branding, specialization and connotation-bearing.
