2014年,山东省出台《关于深化省属国有企业改革完善国有资产管理体制的意见》,标志着山东省国资国企改革进入新的阶段。山东省国资委提出省属一级企业要积极发展混合所有制经济,二级及以下企业全面放开搞活,利用5年左右的时间,基本完成混合所有制改革,基本建立科学规范的决策经营机制,基本形成长效的激励约束机制。山东省水利工程局有限公司如何按照要求稳妥推进混合所有制经济发展成为亟待解决的问题。基于山东省水利工程局有限公司现状,论文提出发展的思路及发展的建议。
