海上自主水面船舶技术试验已进入实船测试阶段,但海上自主水面船舶技术尚未成熟,相关法律法规、标准规范的制定处于起步阶段。通过开展国际海事组织海上自主水面船舶相关法规发展现状的研究,分析海上自主水面船舶法规制定的基本原则和发展趋势,阐述国际海事组织第一部船舶自主化技术法规《海上自主水面船舶试验暂行指南》的制定过程和基本要求,提出《试验暂行指南》可实施性方案,解决《试验暂行指南》工程化应用的问题,展望《海上自主水面船舶试验指南》的发展方向。

The testing of maritime autonomous surface ships has entered the real ship test stage.At present,the technology of maritime autonomous surface ships is not yet mature,and the formulation of relevant laws,regulations and standards is in the initial stage.By conducting the research on the current status of the development of relevant regulations of the IMO maritime autonomous surface ship,the paper analyzes the basic principle and the development trend of maritime autonomous surface ship regulations,and expounds the formulation process and basic requirements of the"INTERIM GUIDELINES FOR MASS TRIALS".It proposes the application plan of temporary test guide,solving the problem of temporary test guide engineering application.The paper prospects the development direction of the"GUIDELINES FOR MASS TRIALS".
