牡丹江市民族团结进步示范市创建工作的经验研究

Study on the Experience of the Establishment of the Model City of National Unity and Progress in the Border Cities of the Scattered and Mixed Border City——Take the Mudanjiang City as an example

民族团结进步创建工作是我国民族工作的重要组成部分。民族团结进步创建关乎国家稳定、社会和谐、人民幸福,是党和国家常抓不懈的一项重要工作。牡丹江市在全国第一个提出在散杂居边疆地区创建民族团结进步示范市创建目标,并且在长期创建工作中形成了极具推广价值的"牡丹江民族团结进步创建工作新模式"。牡丹江在创建工作中形成了三个有机结合的创建经验:内外融通——内生动力和借助外力有机结合;上下联动——政府主导与全民参与有机结合;重点突出——行动部署与解决民生有机结合,这些经验对于散杂居边疆省市民族进步创建工作具有重要的参考价值和实践意义。

The establishment of national unity and progress is an important part of China’s national work.The establishment of national unity and progress is related to national stability,social harmony and the happiness of the people.It is also an important work that the party and the country have always grasped for a long time.Mudanjiang City is the first city in the country to put forward the goal of establishing a demonstration city of national unity and progress in scattered and mixed border areas.As well as,it has formed a"new work model of national unity and progress in Mudanjiang City"in the long-term establishment work.In its founding work,Mudanjiang City has formed three organic combination experiences:internal and external integration-the organic combination of endogenous power and with the help of external forces;the organic combination of up and down linkage-government leadership and the participation of all citizens;make the focal points stand out—the organic combination of action deployment and solving people’s livelihood.These experiences have important reference value and practical significance for the establishment of national progress in scattered and mixed border provinces and cities.
