赣江流域农户生态补偿受偿意愿和水平及其影响因素研究——基于498户调查数据的实证分析

Research on farmers’accepting willingness and influencing factors of ecological compensation in Ganjiang River Basin:an empirical analysis based on survey data of 498 households

为了获得流域实际参与者的补偿意愿进而完善流域补偿方案,基于条件价值评估法和Heckman两阶段模型对赣江流域上游农户受偿意愿和水平及其影响因素进行研究。研究结果显示,86.55%的被调查农户具有受偿意愿,农户受偿水平的平均值约为788.85元;被调查农户的性别、家庭主要收入来源以及水量满意度和受偿意愿呈现显著的相关关系;被调查农户的受教育情况、家庭人口数、家庭居住位置、流域环境是否重要、水质满意度、水量满意度与受偿水平呈现显著性相关关系。鉴于上述研究结果,提出加强宣传教育、提升农业生产集约化、强化水质改善等具有针对性的政策建议。

In order to obtain the accepting willingness of the actual participants in the river basin and improve the watershed compensation scheme,we adopt the contingent valuation method to study the farmers’willingness to accept the ecological compensation and its levels in the upper reaches of the Ganjiang River Basin.Meanwhile,we use the Heckman two-stage model to analyze the influencing factors.The results show that 86.55%of the surveyed farmers are willing to accept ecological compensation,and the average price is￥788.85/household per year.The farmers’gender,source of income and the satisfaction of the water quantity are significantly related to their WTA.In addition,the influencing factors that significantly influence acceptance levels include the farmers’education background,family size,living location,watershed environment,satisfaction degree of water quality and the satisfaction degree of water quantity.In view of the above research results,we put forward some targeted policy suggestions,such as strengthening publicity and education,enhancing intensification of agricultural production,and intensifying improvement of water quality.
