高校公共突发事件应急管理体系框架研究

Research on the Framework of Campus Emergency Management System for Public Emergencies

高校应对公共突发事件的应急管理能力,对风险事件中师生安全、校园的有序运行和恢复具有重要影响。本文通过问卷调查和高校官网公布的突发事件应急预案资料调查,对我国数十所高校展开调研,结果发现,一些高校应急预案缺失或内容空洞,多数高校的应急预案动态可操作性不强,宣传教育、培训演练不足,应急管理体系尚未形成。基于此,在分析公共突发事件机理和生命周期的基础上,从风险管理视角入手,构建高校公共突发事件应急管理体系框架模型,提出一种“事前—事中—事后”全过程高校应急管理体系建设范式,以达到保障高校校园安全和提升高校应急管理能力的目标。

The emergency management ability of Campus to deal with public emergencies has an important influence on the safety of teachers and students and the orderly operation and recovery of the campus.In this paper,dozens of colleges and universities in China were investigated by means of questionnaire survey and emergency plan data survey published on the official website.According to the investigation results,some colleges and universities have no emergency plan or empty contents,most colleges and universities'emergency plan is not dynamic and maneuverable,publicity,education and training are insufficient,and the emergency management system has not been formed yet.Based on the analysis of public emergency mechanism and life cycle,the public emergency management system framework model was constructed,a construction paradigm of emergency management system of campus in the whole process of"pre-event&event&post-event"is put forward from the perspective of risk management,so as to guarantee the campus'safety and security and promote the goal of campus emergency management ability.
