制定江苏省生活垃圾焚烧污染排放标准的必要性探讨

Discussion on the Necessity of Setting the Emission Standard of Household Refuse Incineration in Jiangsu Province

近年来,生活垃圾焚烧发电厂迅猛发展,其污染物排放种类多、排放量大,已成为影响环境质量的重要因素。现有国家标准《生活垃圾焚烧污染控制标准》(GB 18485—2014)已实施六年,已经无法充分发挥控制污染物排放的作用。目前,国内共有上海、深圳、海南、福建和河北等5省市制定了地方标准,而且排放限值均严于国家标准。因此,江苏省急需制定一套较为严格的、符合本省实际的生活垃圾焚烧大气污染物排放标准。

In recent years,domestic waste incineration power plants have developed rapidly,and their pollutant emissions are diverse and large,which has become an important factor affecting environmental quality.The existing national standard"Pollution Control Standard for Domestic Waste Incineration"(GB 18485—2014)has been implemented for six years,and it has been unable to fully play its role in controlling pollutant discharge.At present,five provinces and cities in China,including Shanghai,Shenzhen,Hainan,Fujian and Hebei,have established local standards,and the emission limits are stricter than national standards.Therefore,Jiangsu Province urgently needs to formulate a more stringent set of air pollutant emission standards that comply with the province's actual domestic waste incineration.
