失信联合惩戒制度中的多主体合作机制研究

Research on Multi-agent Cooperation Mechanism in Joint Punishment System for Dishonesty

社会协同治理机制的一个基本特征为多样化的社会主体合作,通过多主体合作机制达到手段柔、成本低、效果好的治理目标,故应当如何进行多社会主体合作自然成为必然要探索的问题。本文通过观察并分析失信联合惩戒制度,总结失信联合惩戒制度中的多主体合作机制,并将其抽象为社会协同治理中多主体合作机制所必要的五大要素:共同目标、政府主导、利益共享、制度建设、信息共享。

One of the basic features of the social collaborative governance mechanism is that it is carried out through cooperation of many different social subjects.Through the multi-agent cooperation mechanism,the governance objectives can adopt flexible means,cut cost and achieve good effect.Therefore,it is necessary to explore the approaches to achieve this kind of cooperation.By observing and analyzing the joint punishment system for dishonesty,this paper summarizes the multi-agent cooperation mechanism and concludes five essential elements of the multi-agent cooperation mechanism in the collaborative governance of society:common goal,government leading,benefit sharing,system construction and information sharing.
