电信诈骗犯罪的治理研究

电信诈骗犯罪一直是我国重点打击的犯罪之一。由于电信诈骗作案成本低,较为隐蔽,从而使其成为犯罪分子热衷的诈骗手段。多年来,电信诈骗发案量较大,侦查难度也有所增加,理清电信诈骗犯罪的治理思路对于打击诈骗犯罪、保障人民财产安全具有十分重要的意义。通过分析电信诈骗的种类、特点,结合其成因及现状提出完善相关法律法规、建立协调机构、优化侦查路径、增强个人信息保护、加强防骗宣传、完善通讯运营商和金融机构反诈骗制度等6项治理路径,以期完善对电信诈骗案件的治理思路。

The crime of telecommunication fraud has always been one of the most important crimes in our country.Because of its low cost and concealment,it has become a popular means of fraud for criminals.Over the years,the number of Telecom fraud cases is large,and the difficulty of investigation has also increased.It is of great significance to clarify the governance ideas of Telecom fraud crime for combating fraud crime and ensuring the safety of people’s property.Analyze the types and characteristics of telecom fraud,combined with its causes and current situation,put forward six governance paths,including improving relevant laws and regulations,establishing coordination agencies,optimizing the investigation path,strengthening the protection of personal information,strengthening the anti-fraud propaganda,and improving the anti-fraud system of communication operators and financial institutions.
