Elderly Care Services:Opinion Divergence,Practical Problem and Key Choices(Ⅰ)

我国养老服务业发展存在十个方面亟须澄清的政策理论和认识问题,影响着今后养老服务业发展思路的确定、发展路径的选择以及政策制度的制定。这十个方面的问题,表现为关于养老服务内涵、养老服务业性质、养老机构功能定位、居家养老服务属性、基本养老服务边界、政府兜底保障方式、扶持政策差异、产业供需矛盾、"医""养"关系、长期照护保险制度建设等问题的一系列分歧和争论。

This paper points out that there are 10 policy theories and understanding issues in China’s elderly care service industry that need to be clarified,because they may affect the determination of development ideas,development path choosing and policy formulation of the industry.These 10 problems are manifested in various disagreements and controversies on the connotation of elderly care services,the nature of the industry,the functional orientation of senior care institutions,the attributes of home-based elderly care services,the boundary of basic elderly care services,government protection methods,support policy differences,the contradiction between supply and demand,the relationship between "medical care" and "elderly care" and the building of the long-term care insurance system.
