新型以房养老模式探索——以北京市家庭式社区养老服务驿站为例

An Exploration of the New House-for-Pension Scheme:Take Community-based Day Care Service Stations in Beijing for Example

随着中国特色社会主义进入新时代,中国人口结构呈现快速老龄化的新格局。"以房养老"作为应对老龄化挑战的选项之一,在近年来的实践中困难重重,但北京市的家庭式社区养老服务驿站给以房养老模式带来了新的曙光。这种新型以房养老模式与社区养老服务驿站紧密相连,顺应了北京市养老政策趋势,且房屋产权不变,由养老服务公司提供专业化的运营管理,实现了机构养老、社区养老和家庭养老的有机融合,具备三方面优势:小规模,多功能;轻资金,易连锁;智慧养老,精细管理。通过比较传统以房养老模式,分析家庭式社区养老服务驿站的实践案例,着重突出新型以房养老模式的可行性特点和运营优势,为我国以房养老模式的可持续发展提供参考与借鉴。

As socialism with Chinese characteristics enters a new era,China’s population structure presents a new pattern of rapid aging.As one of the options to cope with challenges of aging,the house-for-pensionscheme faces many difficulties in recent years.However,community-based day care service stations for senior citizens in Beijing have brought new light to the house-for-pension program.The new program is closely related to community-based day care service stations and conforms to the trend of eldercare policies in Beijing.It is important that the home ownership remain unchanged,and the house is operated professionally by an elderly-care service company,which realizes an organic integration of institutional care,community-based care and home care.The new scheme boasts several advantages:small-scale and multifunctional;smart care and delicacy management;low investment and chain operation.By comparing the traditional house-for-pension program and analyzing the practical cases of community-based day care service stations for senior citizens,this paper emphasized the feasibility and operation advantages of the new mode,which may lend insight into the sustainable development of house-for-pesion scheme in China.
