天津市涉农地区医养结合养老服务模式的现状调查与分析

Present Situation Investigation and Analysis on the Service Mode of Combination of Medical Care and Pension Service in Tianjin Agricultural-Related Areas

目的:通过了解天津市涉农地区医养结合养老服务模式的现状,为后续医养结合政策的制定提供参考依据。方法:采用随机整群抽样的方法选取武清区4家养老机构,对该4家养老机构的管理人员、医务人员进行访谈,对入住的老年人进行问卷调查。结果:养老机构管理人员和医务人员对医养结合养老模式持积极态度;50%的入住老年人月收入小于1000元,主要来源是子女给予和退休金;老年人期望养老费用在2000元以上,老年人对目前享有的养老服务满意率达98.9%;老年人期望在原有养老服务的基础上增加疾病治疗和护理、大病康复护理和临终关怀等服务。结论:目前的医养结合养老服务得到老年人的肯定,但存在的养老院内医疗室不能医保联网的问题和异地医保报销的问题,需要政府政策支持。

Objective:To provide reference for the development of the follow-up policy on combination of medical care and pension service through the understanding of the current situation of the model in the rural areas of Tianjin.Methods:Four pension institutions in Wuqing district were selected by the method of random cluster sampling.The managers and medical staffs of the institutions were interviewed,and the elderly people who lived in the institutions were questionnaire investigated.Results:The managers and medical staffs had a positive attitude towards the combination of medical and pension service.50%of the elderly people monthly income was less than 1000 yuan,the main sources were the children given and pensions.The elderly people expected to pay more than 2000 yuan every month for pension service.The satisfaction rate of the elderly to the current pension service was 98.9%.They expected to increase the treatment and care of the disease,the rehabilitation nursing and the hospice care of the elderly people on the basis of the traditional pension service.Conclusion:Combination of medical and pension service has been affirmed by the elderly people,but the problem of that the medical treatment room in the pension institutions cannot connect with medical insurance network and the problem of reimbursement for medical insurance in different places need government policy support.
