The promulgation of the Civil Code of the People’s Republic of China indicates that our nation has entered Civil Code Era officially.It has put forward new requirements and instilled new vitality to the construction of a law-based government.The Civil Code provides the basic compliance for the government administration according to law,and its effective implementation need to be an important step of promoting the construction of a law-based government.It includes the construction of a limited government,a promising government,a law-abiding government,a honest government and a responsible government,so as to put the government governance into the track of good law and good governance,enforce the law in a strict,procedure-based manner by government,improve the overall governance capacity and level,realize government governance modernization and better protect the rights and interests of citizens.
