民生导向的文化养老服务发展:难题与破解

Cultural Support for the Aged in the Perspective of Active Aging:Problems and Solutions

伴随我国人口老龄化急速发展和居民生活水平的不断提高,社会多层次、多样化的精神文化养老需求与相应的社会养老服务供给的不平衡不充分之间的矛盾日益凸显。民生导向的文化养老,不啻为积极应对老龄化的一个新的思路,对于满足老年人精神需求、助推老龄化社会治理都具有重要意义。针对当前文化养老存在的重视不够、定位模糊、供给不足、专业人才短缺、缺乏联动协整等问题,应加强老龄化国情教育,树立积极老龄观,倡导全人口全生命周期健康生活方式;将文化养老纳入养老系统工程,主动融入国家发展战略,加强政策创新与对接;在精准识别老年需求基础上,引导和整合各类社会资源参与文化养老服务;完善老年文化教育体系,创新人才激励机制,发展老年志愿服务,促进老年人社会参与;创新社会治理,构建一体化文化养老网络,推动形成老年友好型社会共同体。

With the rapid development of aging and the continuous improvement of the living standards of the people,the contradiction between the multi-level and diversified spiritual and cultural old-age support demand and the imbalance and insufficiency of the corresponding social old-age service supply is becoming more and more obvi⁃ous.As a new way of providing for the aged,cultural support for the aged is of great significance to satisfy the spirit of the aged,and it is also a new way to deal with the aging positively.In view of the existing problems such as insuffi⁃cient attention,unclear duties,insufficient supply,shortage of professional talents and lack of linkage and integra⁃tion,first we should strengthen the education on national conditions of aging and set up a positive view on aging,and at the same time promote a healthy lifestyle throughout the life cycle of the entire population.Second,we should in⁃tegrate cultural old-age care into the old-age care systems engineering,actively integrate it into the national devel⁃opment strategy,and strengthen policy innovation and alignment.Third,on the basis of accurately identifying the needs of the old,we will guide and integrate all types of social resources to participate in cultural old-age care ser⁃vices.Fouth,we should improve the cultural and educational system for the elderly,innovate the incentive mecha⁃nism for talents,develop voluntary services for the elderly and promote their social participation.Fifth,we need to make innovations in social governance,building an integrated cultural support network for the elderly and to pro⁃mote the formation of an age-friendly social community.
