摘要
随着我国经济社会发展进入新的阶段,人力资源发展继续保持良好态势。人口总量保持持续增长态势,人力资源城镇化水平不断提升,人力资源总量保持基本稳定。劳动者平均受教育年限不断提升,青年受教育程度稳步提高,义务教育规模增长较快,人力资源素质稳步提高。人力资源产业结构持续优化,全员劳动生产率继续增长。人才队伍建设成效显著,科技、教育人才队伍建设快速发展,卫生人才规模不断壮大。人力资源参保人数不断增加,人力资源工资水平进--步提高,人均可支配收入持续平稳增长,人力资源保障水平不断提升。与此同时,我国劳动年龄人口持续减少,人口老龄化趋势更加明显。有效应对人力资源发展的新变化,需要实施更加开放的人才政策,不断完善职业教育和培训体系,继续强化“高精尖缺”人才队伍建设,着力构建优质人才公共服务体系,大力推进人力资源服务产业国际化,适度拓展人力资源职业生涯发展周期。
As the economic and social development in China steps into a new stage,human resource development has continuously maintained a good trend.The total population has maintained a sustained growth trend,the level of urbanization of human resources has been continuously improved,and the total amount of human resources has maintained to be basically stable.The average number of years that workers are educated has continuously increased,the education level of young people has been steadily improved,the scale of compulsory education has increased rapidly,and the quality of human resources has been steadily improved.The industrial structure of human resources has been continuously optimized,and the total labor productivity has continuously increased.Remarkable achievements have made in the construction of talent teams,the construction of science,technology and education talent teams has been developed rapidly,and the scale of health talents has increased gradually.The number of insured human resources has continuously increased,the wage level of human resources has been further improved,the per capita disposable income has increased continuously and steadily,and the guarantee level of human resources has been continuously improved.At the same time,the population at ages of work in China has continuously decreased,and the trend of population aging has been more obvious.In order to effectively cope with the new changes in the development of human resources,we should implement more open talent policies,continuously improve the vocational education and training systems,continuously strengthen the construction of“high-quality,high-grade,high-end and rare”talent teams,strive to build a public service system for high-quality talents,vigorously promote the internationalization of the human resource service industry,and moderately expand the career development cycle of human rcsources.
