高等院校二级单位纪委监督与履职能力研究——全国184所高等院校调查数据分析

On the Development and Supervisory Performance of Discipline Committees in Secondary Units in Universities--Analysis of the Survey Data Based on 184 Universities Nationwide

以2015年以来教育部积极推进高等院校设立二级单位纪委为研究背景,考察当前高等院校二级单位纪委发展情况和监督职能执行情况,探讨在双重领导体制下高等院校二级单位纪委如何提高监督与履职能力。分析全国184所高等院校调查数据的结果表明,高等院校二级单位纪检监察机构改革的主要模式是设置纪检委员,只有少数高等院校设立二级单位纪委,二级单位纪委的纪检干部以专职为主;高等院校二级单位纪委的职能发挥还不完善,一些高等院校没有赋予二级单位纪委办案权。因此,为进一步提升高等院校二级单位纪委监督与履职能力,高等院校需要通过加强制度设计,明确二级单位纪委的管理权限和职责定位;强化监督责任,建立二级单位纪委工作考核机制;加强业务培训,提高纪检干部的专业素质。

Based on the background that the Ministry of Education has actively promoted the establishment of discipline committees in secondary units in Universities since 2015,this paper investigates the current development of discipline committees in secondary units in universities and the implementation of supervision functions,and explores how to improve the supervision and performance capabilities under the dual leadership system.Analysis of the survey data from 184 institutes of higher learning showed that the main mode of the reform of discipline inspection and supervision institutes in secondary units of universities is to set up discipline inspection committee members,only a few universities have set up discipline inspection committees in secondary units,and discipline inspection cadres are mainly full-time.However,the functions of discipline committees in secondary units are not perfect;even some universities have not endowed them with the right to handle cases.Therefore,in order to further improve the ability of supervision and performance of discipline committees in secondary units of universities,it is necessary to strengthen the system design,clarify the management authority and responsibility orientation of the two-level discipline committees,establish the evaluation mechanism,strengthen professional training,and improve the professional quality of discipline inspection and supervision cadres.
