高速铁路应急处置是高速铁路运营管理的重要组成部分,对保障高速铁路线路安全运行、提高旅客运输服务质量有重要意义。阐述高速铁路应急处置特点,探析典型的高速铁路应急处置场景,提出优化高速铁路应急处置的对策,即:及时准确传递故障现场信息、科学制订应急处置方案、构建高速铁路应急处置辅助决策系统、优化高速铁路应急规章规程、加强高速铁路运营与外部联动,为提高高速铁路应急处置水平、保障旅客出行安全、树立铁路部门良好形象提供了重要支撑。

Emergency response is an important part of high-speed railway operation and management, which is of great significance to ensure the safe operation of high-speed railway lines and to improve the quality of passenger service. This paper analyzes the characteristics of emergency response and the typical emergency response scenarios of high-speed railway. Then it puts forward the countermeasures to optimize the high-speed railway emergency response, including timely and accurate transmission of fault site information, scientific formulation of emergency plan, construction of high-speed railway emergency response assistant decisionmaking system, optimization of high-speed railway emergency rules and regulations, and strengthening operation and external collaboration of high-speed railway, which provides important support for improving the emergency response, ensuring the safety of passengers and establishing a good image of the railway sector.
