区域经济协调发展中的产业集聚、城市集聚及其耦合效应研究

Research on Regional Economic Coordination Development Based on“Industry-City”Double-Group Coupling

随着我国新型城镇化战略的深入推进,多元化的产业集群和城市集群已经崛起并迅速演进,逐步形成了两种集群耦合发展的趋势,时刻影响着区域经济协调发展的进程和质量。以我国具有竞争力的十大城市集群为样本,首先,选取产业部门和城市人口的相关指标和数据,运用区位商法测度并评价在2009-2018年期间,各城市群内的产业部门与所辖城市的集聚程度现状。在此基础上,测度各城市群具有代表性的产业部门的集聚发展与所在城市群集聚发展的耦合度,依据标准评价二者之间的耦合关系。最后,测度城市群经济发展的协调度,借助于面板数据法分析"产城集群"之间的耦合度对所在城市群经济发展协调度的影响。结果表明,产业集群和城市集群的耦合发展必然会影响城市群经济的协调发展,但时间段内对不同城市群的影响正负各异。为促进二群耦合发挥区域经济协调发展的正效应,构建产业集聚链簇、提升产业链分工效率至关重要。

With the further development of new urbanization in China,diversified industrial clusters and urban clusters have risen and evolved rapidly,forming a trend of coupling development of the two clusters,which always affects the process and quality of coordinated development of regional economy.Taking ten competitive urban clusters in China as samples,the paper first selects relevant indicators and data of industrial sectors and urban population,and uses location quotient method to measure and evaluate the agglomeration degree of industrial sectors and cities under their jurisdiction in each urban agglomeration from 2009 to 2018.On this basis,the paper then measures the coupling degree between the cluster development of representative industrial sectors and the cluster development of cities,and evaluates the coupling relationship between them according to the standards.Finally,the paper measures the coordination degree of economic development of urban agglomeration,and analyzes the influence of coupling degree between"industry city clusters"on the coordination degree of economic development of urban agglomeration with the help of panel data method.The results show that the coupling development of industrial clusters and urban clusters will inevitably affect the coordinated development of urban agglomeration economy,but the positive and negative effects on different urban agglomerations are different in time.In order to promote the coupling of two groups and give full play to the positive effect of coordinated development of regional economy,it is very important to construct industrial cluster and improve the efficiency of industrial chain division.
