Top Level Design,Policy Guidance and Promotion Path of Integration of Sports and Education in China

以习近平总书记关于青少年体育的重要论述为思想引领,阐释《关于深化体教融合促进青少年健康发展的意见》对新时代体育、教育、健康等多领域服务青少年发展的政策指引。认为:通过体育与教育在思想、目标、资源、措施等方面的全面融合,实现体育促进青少年健康发展的政策目标,从而解决在课外工作薪酬、体育升学考试、体育师资职称、体育场地设施、运动技术等级等方面存在的"顽疾"。提出新时代体教融合"一体化设计、一体化推进"的路径:以健康第一的理念夯实学校体育工作基础;构建分级分层的青少年体育赛事体系;通过高水平运动队建设形成学校体育工作特色;通过各级各类体校精准改革打造精英阵地;以多元治理理念促进社会体育组织能力提升;通过扩容增效整合体育师资与教练员资源;强化政策保障和协同化组织的创新机制。

Guided by General Secretary XI Jinping’s important exposition on youth sports,the policy connotation of "Deepening the integration of sports and education is explained to promote the healthy development of youth" which guides the development of youth in sports,education,health and other fields in the new era. It is believed that through the comprehensive integration of sports and education in terms of ideology,objectives, resources and measures,the policy targeting at promoting the youth’s healthy development by sports can be realized,hence it will solve the persistent problems in the aspects of extracurricular work remuneration,sports entrance examination,title promotion for physical education teachers,sports venues and facilities,sports technology levels,etc. The path of "uniform design and promotion" of the integration of sports and education in the new era is put forward as follows:consolidating the basis of school sports work with the concept of "health first";building a system of graded and stratified youth sports events;building school sports features through the construction of high-level sports teams;establishing elite positions through the precise reform of various sports schools at all levels;promoting the level of social sports organization with the concept of multiple governance;integrating the P.E. teachers and coaches by the expansion of capacity and efficiency;and strengthening the innovation mechanism of policy guarantee and collaborative organization.
