新时代内蒙古草原生态恢复路径探究——以科尔沁草原为例

筑牢祖国北疆生态安全屏障,是国家生态安全战略赋予内蒙古的使命。改革开放以来,内蒙古自治区草原荒漠化问题突出,生态系统自我恢复能力下降,草原生态恢复已经成为关系中华民族福祉和国家未来生态安全的重要大事。党的十九届四中全会提出了"坚持和完善生态文明制度体系",最新通过的《中华人民共和国民法典》又将绿色原则确立为民法的基本原则,体现了生态优先、绿色发展的理念,切实做到留住青山,赢得未来。在新时代背景下,研究草原现状,积极寻找草原生态恢复的新途径,把内蒙古建设成为我国重要的生态安全屏障,具有重大历史意义。

It is the mission of the national ecological security strategy to build the ecological security barrier in the northern border of China.Since the reform and opening up,grassland desertification in Inner Mongolia autonomous Region has become a serious problem,and the ability of the ecosystem to recover itself has declined.The restoration of grassland ecology has become an important issue concerning the well-being of the Chinese nation and the future ecological security of the country.The fourth Plenary Session of the 19th CPC Central Committee proposed to"uphold and improve the system of ecological civilization".The newly adopted Civil Code of the People's Republic of China establishes the green principle as the basic principle of civil law,which reflects that ecological priority should be given to green development and green development should be ensured to win the future.In the context of the new era,it is of great historical significance to study the current situation of the grassland,actively seek for new ways of grassland ecological restoration,and build Inner Mongolia into an important ecological security barrier in China.
