摘要
科技资源共享是一个历史演化的过程,在社会发展的不同时期,其内涵、功能、模式等呈现出显著的阶段性特征,这种演变主要体现为我国制度变迁的影响。基于科技体制变迁及科技资源共享实践,分三个阶段分析科技资源共享的形成与发展历程,并以此为基础,探讨科技资源共享目前面临的问题与矛盾,进而提出解决思路。
The sharing of S&T resources is a process of historical evolution.In different periods of social development,its connotation,function and mode all show different characteristics.This evolution is mainly reflected in the influence of institutional change in our country.Based on the change of S&T system and the practice of S&T resource sharing,this paper mainlystudied three stages of the development of S&T resource sharing.In addition,we discussed the problems and contradictions of the sharing practice and proposed some solutions.
