治理群簇视阈下国家级新区人才流动预测及治理研究--以雄安新区为例 被引量:2

Research on Talent Flow Forecast and Governance in National New District under the Perspective of Governance Clusters:Taking Xiong’an New Area as an Example

摘要 基于治理理论指导不同阶段人才流动的治理,设计新区人才流动趋势预测方法,包括对应新区演进不同发展阶段的人才流动特征分析、影响因素筛选、预测模型构建和治理策略提出四个步骤,并以雄安新区为例开展实践应用,一方面验证该方法的合理性和可行性,另一方面也预测雄安新区未来人才流动趋势,为当地设计具体的治理策略提供参考。 Based on the governance theory to guide the management of talent flow at different stages,the method of predicting the trend of talent flow in the new area is designed,including four steps of talent flow characteristic analysis,influencing factor screening,prediction model construction and governance strategy,corresponding to the different stages of evolution in new area.Taking Xiong’an New Area as an example,the practical application is carried out.On the one hand,the rationality and feasibility of the method are verified;on the other hand,it also predicts the future talent flow trend of Xiong’an New Area,which provides a reference for the local design of specific governance strategies.
