摘要
从知识资本的角度,分析不同年度标准的异质性,用永续盘存法测算1995—2017年我国国家标准有效存量。基于标准存量和知识存量的溢出效应以及人员投入,建立溢出效应模型。实证分析显示,R&D资本存量、发明专利存量对年度新增知识存在正的溢出效应,研发人员全时当量的增长对年增知识的影响是正向的,标准存量对年度新增知识存在负的溢出效应。建议通过增加研发经费、鼓励制定专利、鼓励人才成长和发挥作用的措施推动新知识的生产。通过解决标准老化缺失滞后问题,推动标准存量对新知识产生正的溢出效应。
Based on the concept of knowledge-based capital,this paper analyses the heterogeneity of annual published standards,and uses the perpetual inventory method to measure the effective stock of national standards from1995 to 2017.Based on spillover effects of standard stock and knowledge stock,as well personnel input,a spillover effect model is established.Empirical analysis reveals that:R&D capital stock or inventions stock has a positive spillover effect on annual new knowledge,and the impact of full-time equivalent growth of R&D personnel on annual new knowledge is also positive,while the function of standard stock is negative.It is suggested that the production of new knowledge should be promoted by increasing research and development funds,encouraging the development of inventions,encouraging the growth and functioning of human capital,and promoting standards’positive spillover effect on new knowledge by solving the lagging,aging and deficiency of standards.
