自然资源调查监测工作新领域:地表基质调查

New Field of Natural Resources Survey and Monitoring:Ground Substrate Survey

地表基质层是一个跨越多门类自然资源业务体系和学科体系,且科学内涵十分丰富的新概念。地表基质调查作为新时代自然资源调查监测体系不可或缺的组成部分和全新工作领域,是带有强烈基础调查色彩的专项调查工作,具有基础性、公益性和战略性地位。其数据与成果对于支撑自然资源统一管理和科学研究、国土空间科学规划和综合利用、生态环境保护修复和综合治理等具有重要意义。文章以构建地表基质调查要素的时空—物质—属性结构模型为基础,对地表基质调查目标任务、内容重点、组织部署、方法技术、成果集成、服务应用和支撑体系建设等问题进行了初步探讨。

The ground substrate layer is a new concept which spans many kinds of operation system and discipline system of natural resources,and contains rich scientific connotation.As an indispensable part of natural resources survey and monitoring system in new era and as the new working field,the ground substrate survey is a special survey with a strong sense of basic survey.And the ground substrate survey has a basic,public welfare and strategic position.Its data and achievements are of great significance to support the following aspects:including the unified management and scientific research of natural resources,the scientific planning and comprehensive utilization of territory and space,the protection,restoration and comprehensive management of ecological environment,and etc.Based on the construction of the spatio-temporal,material-attribute structure model of the elements of ground substrate survey,the paper makes a preliminary discussion on the following topics of the ground substrate survey:target and tasks,contents focus,organization and deployment,methods and technologies,achievement integration,service applications,support system construction,and etc.
