上海市民对卫生健康规划的期待分析

目的本研究是国内首个通过征求市民建议来支持卫生健康规划制定的研究,调查分析上海市居民对本市卫生健康改革和发展"十四五"规划建议,为制订本市卫生健康改革和发展"十四五"规划提供参考。方法采用横断面研究设计,在全市开展在线问卷调查。结果结果显示,上海市民普遍认为上海市卫生健康事业现状发展总体良好。此外,市民认为上海公共卫生建设、医疗服务供给、医疗资源配置、人口老龄化应对等六个领域分别需重点发展:传染病防控、医院就医流程优化、社区卫生配置、老年医疗中心建设等。不同受教育水平人群需求差异较小。结论研究结果充分考量市民对卫生健康规划看法和需求,有助于提高规划文件制定的针对性,进而促进规划文件的落实、提高市民对政策的获得感。

Objective This study is the first study in China to support the formulation of health planning by soliciting people’s suggestions,through analyzing the suggestions of health reform and development in Shanghai,with a view to provide references for the formulation of the"14 th Five-Year Plan"in Shanghai.Methods A cross-sectional study was designed and an online questionnaire survey was conducted in the whole city.Results The results showed that residents believed that development of health services in Shanghai was good(average score:7.12/10).In addition,the public believed that six aspects of Shanghai,such as public health construction,medical service supply,medical resource allocation,and population aging response needed to respectively focus on:infectious disease prevention and control,hospital treatment process optimization,community health allocation,and construction of elderly medical center.There was little difference in people with different educational levels.Conclusion The results of the study fully considered the views and needs of the public on health planning,which helps to improve the pertinence of the planning documents,and then promote the implementation of the planning documents and improve the citizens’sense of access to policies.
