云南省绿色矿山遴选工作中的问题及建议

THE PROBLEM AND SUGGESTION IN ELECTION OF GREEN MINE IN YUNNAN

目前绿色矿山的遴选是按照国土资规〔2017〕4号文要求和自然资源部2018年《非金属矿行业绿色矿山建设规范》,对申请列入国家绿色矿山名录的生产矿山,进行评估审核,达到要求的可列入全国绿色矿山名录。绿色矿山的遴选对矿山企业可持续发展,促进生态文明建设都有着重要的意义。云南省在绿色矿山遴选过程中存在的主要问题是先决条件不清晰、自评估报告和第三方评估报告参考格式简单等。,这就需要管理部门明确判定标准,提出自评估报告、第三方评估报告的编制提纲和详细的内容要求。

At present,the election of green mine is to assess and examine the production mine that ask for putting its name on the list of state green mine according to the land resource standard document(2017)4 and natural resource ministry《Nonmetallic Industry Green Mine Construction Standard》(2018),ones meeting the standard can be put on the list of state green mine.The election of green mine is very significant in the sustainable development of mine and promotion of ecological civilization construction.The main problem in the election of green mine of Yunnan is the unclear precondition and the simple reference form of self-assessment report and 3rd assessment report,etc.Therefore,the management department must define the discrimination standard,put forward the compilation outline and the detailed content requirement of self-assessment report and 3rd assessment report.
