“三线一单”与环境影响评价衔接研析

Study on the Relationship between “Three Lines One Permit”and Environmental Impact Assessment

以“三线一单”为核心成果的区域空间生态环境评价,是环境预防体系向决策源头的延伸。在“放管服”背景下,地方政府担心“三线一单”与规划环评和项目环评在内容上重复,影响审批效率。本文从责任主体、评价对象、评价目的和主要作用等方面分析了“三线一单”和规划环评、项目环评的功能定位以及衔接的必要性,认为“三线一单”在一定程度上提升了源头预防的科学性,可有效指导规划环评、项目环评,提升政府科学决策的能力,提高审批质量和效率。结合推荐的“‘三线一单’+规划环评+项目环评”衔接模式,提出规划环评衔接“三线一单”成果的技术关键点包括规划协调性分析、环境现状调查与评价、环境影响预测与评价、规划方案综合论证等,项目环评衔接规划环评的技术关键点包括建设项目工程分析、环境现状调查与评价、环境影响预测与评价等,提出构建数据共享系统、实现信息共享、建立约束和反馈机制、跟踪评价机制及简化审批流程等衔接制度和保障措施。

The regional spatial eco-environmental assessment with“Three Lines One Permit”as the core is the extension of environmental prevention system to the forefront of decision-making.Under the background of“releasing management service”,the local government is worried that the“Three Lines One Permit”will duplicate the contents of SEA and EIA,which will affect the efficiency of approval.This paper analyzes the functional orientation and the necessity of convergence of“Three Lines One Permit”,SEA and EIA from the aspects of responsibility subject,evaluation object,evaluation purpose and main role.It is considered that“Three Lines One Permit”can improve the scientific of source prevention,effectively guide the SEA and EIA,enhance the government s ability of scientific decision-making,and improve the quality and efficiency of approval.Combined with the recommended“Three Lines One Permit+SEA+EIA”connection mode,the technical key points of SEA linking up“Three Lines One Permit”are proposed,including planning coordination analysis,environmental status investigation and evaluation,environmental impact prediction and evaluation,comprehensive demonstration of planning scheme,etc,the technical key points of SEA linking up EIA include construction project engineering analysis,environmental status investigation and assessment,environmental impact prediction and assessment,etc.It also puts forward to build data sharing system,realize information sharing,establish constraint and feedback mechanism,follow-up evaluation mechanism,and simplify the approval process.
