城市管理综合执法改革是我国行政执法体制改革的重要组成部分,而规范化、高效化、便民化是我国城管执法改革的三大目标,其中城管执法便民化是其终极目标。规范化要求通过"优化职责"和"科学立法",严格、规范、公正、公开执法;高效化要求通过"人才培育"和"内外监督",创优、提质、协作、长效执法;便民化要求通过"柔性执法"和"精细管理",柔性、文明、科学、智慧执法。这三大目标主次分明、逐次递进、相互联系。未来城管综合执法改革既要巩固已经取得的阶段性成果,也要明确改革进程中的阶段性任务,通过执法规范化、高效化、便民化推动城市治理现代化,切实提升人民的认可度、满意度。

The comprehensive law enforcement reform of urban management remains an important part of the reform of administrative law enforcement system in China,and standardization,high efficiency and convenience for the people are the three major goals of the reform,of which the ultimate goal lies in law enforcement convenient for the people. Standardization requires strict,standardized,equal and open law enforcement through " optimizing responsibilities" and " scientific legislation";high efficiency needs to create excellence,quality-improving,cooperation and long-term law enforcement through " talent cultivation" and " internal and external supervision ";convenience calls for flexible,civilized,scientific and intelligent law enforcement through " flexible law enforcement" and " fine management". These three goals are clear in importance,progressive and interrelated. In the future,the comprehensive law enforcement reform of urban management should not only consolidate the acquired phased achievements,but also clarify the phased tasks in the reform process,promote the modernization of urban governance through the standardization,efficiency and convenience of law enforcement,enhancing the recognition and satisfaction of the people effectively.
