基层应急管理信息化现状及对策

Status Quo and Advice About IT Application in Grass-roots Emergency Management

应急管理是国家治理体系和治理能力的重要组成部分,信息化推进是应急管理现代化的重要手段。目前各地的应急管理信息化建设取得了一定成绩,但依然存在基础设施薄弱、应急指挥智能化程度低、联动机制不畅等问题,尤其在基层重点难点问题比较集中。本文分析了当前在基层应急管理信息化建设中存在的一系列问题,提出了相应的对策。

Emergency management is an important part in national governance system while IT application can facilitate the modernization of emergency management.As some achievements have been made in the construction of IT-driven emergency management,there are still some problems in infrastructure,intelligence of emergency command and linkage mechanism,especially at grass-roots level.This paper analyzes a series of problems and puts forward corresponding advice。
