初战指挥是火灾扑救的关键环节,受实战经验、专业能力和现场条件限制,消防指挥员处置火灾的指挥决策能力参差不齐,存在总体意图不清晰、作战规划不合理、关键战术实施滞后等问题。指挥能力的提升是长期渐进的过程,消防指挥员应掌握作战基础数据,开展紧贴实战的想定演练,善于总结灭火指挥实践,利用典型战例构建指挥模型,实行灭火作战目标规划和行动管理,根据灾情变化调整转换,提升初战指挥决策能力。

Early-stage firefighting command is a key link in firefighting.Limited by actual experience,professional ability and field conditions,fire commanders have uneven decision-making and commanding ability,leading to problems like unclear target,unreasonable firefighting plan and late implementation of key tactics.It takes a long time to enhance the commanding ability step by step.Fire commanders should grasp the basic data,carry out drills close to actual condition and summarize the experience from actual practices.Based on typical cases,fire commanders should create command model,set firefighting target,manage actions and adjust themselves according to changing conditions in order to improve their early-stage firefighting command ability.
