疫情防控中的社区治理

Community Governance in Epidemic Prevention and Control

社区在疫情防控中发挥了“阻击”阵地、居民身心“港湾”等重要功能,对标精细化、多元化、法制化、服务化的社区治理现代化要求,社区在疫情防控中还存在着数字化治理能力不足、依法防控经验缺乏、义工价值认同感有偏差等问题。提高疫情防控中的社区治理能力,需要深入分析社区治理中的责权利不匹配、重大突发事件应对能力不足、社区治理能力不够、社区治理体系不完善等结构性问题,强化社区治理的顶层设计,完善社区治理体系,提升社区治理能力,加强社区文化建设,构建面向未来的社区治理共同体。

The community has played an important role in the prevention and control of epidemic situation,such as“blocking”position and“harbor”of residents'body and mind.In order to meet the requirements of community governance modernization of fine,diversified,legalized and service-oriented,there are still some problems and tests in the epidemic prevention and control of communities,such as the lack of digital governance ability,lack of experience in law-based prevention and control,and deviation of volunteer value identity.In order to improve the community governance ability in epidemic prevention and control,we need to deeply analyze the structural problems in community governance,such as the mismatch of responsibilities and rights,the lack of ability to respond to major emergencies,the inadequacy of community governance capacity,and the imperfection of community governance system.We should strengthen the top-level design of community governance,improve the community governance system,enhance the community governance capacity,strengthen the construction of community culture,and build community-oriented governance towards the future.
