东西部扶贫协作与对口支援帮扶工作的实践与思考——以北京市东城区与内蒙古化德县对口支援帮扶工作为例

The Practice and Reflections of Poverty Alleviation Cooperation between the Eastern and Western Regions of China and Assistance through Pairing Programs-Taking the assistance through pairing programs between Dongcheng District of Beijing and Huade County of Inner Mongolia as an example

北京市东城区与内蒙古自治区化德县在扶贫协作对口支援帮扶工作中,围绕“产业合作、劳务协作、人才支援、资金支持、社会参与”的主要任务,将“两不愁、三保障”和“六个精准”要求贯穿始终,探索形成了以“四立足四带动”为核心的全方位扶贫协作的“东城模式”。为巩固拓展前一阶段扶贫协作对口支援帮扶和化德县脱贫摘帽成果,提出实施“党建引领”“品牌战略”“素质提升”“人才支援”的“四大帮扶工程”的对策建议,为助力推动化德县实施“乡村振兴”战略提供决策参考。

The poverty alleviation cooperation and pairing program assistance between the Dongcheng District of Beijing and Huade County of Inner Mongolia Autonomous Region have the major tasks of“Industrial collaboration,labor cooperation,talent support,financial support and social participation”,and have been always stuck to the requirements of“Two assurances and three guarantees”and“Six precisions”,and a“Dongchegn Model”of comprehensive collaboration on poverty alleviation has been established with the core of“Four bases and four drives”.To consolidate the progress of the poverty alleviation collaboration and pairing program assistance and the result that Huade County has already shaken off the poverty in the previous phase,a countermeasure called“Four assistance projects”has been proposed,meaning“Party-building guiding”,“brand strategy”,“quality improvement”and“talent support”,providing reference for the promotion of“rural revitalization”strategy in Huade County.
