社区治理中社工机构与居委会关系重构——以福州市的个案研究为例

Reconstruction of the Relationship between Social Work Organization and Neighborhood Committee in Community Governance

社工机构与居委会之间互补协作,建构平等的“伙伴”关系是多元社会治理的理想类型。但由于主客观因素的影响,居委会在政府购买社工服务后,分摊出宣传、服务和部分临时性任务让社工机构承担;社工机构因其非营利性、组织创新性以及弱专业性,在服务对象来源、服务资源以及成效宣传上依赖居委会,表现出“职能分摊-资源依赖”的“伙计”关系。“伙计”关系是社工机构基于现实状况而做出的一种妥协,未来应该促进双方合作关系的实现。

An ideal type of pluralistic social governance is that social work organizations complement and coordinate with the work of neighborhood communities to formulate an equal“partnership”.Due to the influence of both subjective and objective elements,the neighborhood community,after governmental purchase of social work services,will allocate such tasks as publicity,services,and some temporary jobs for social work organizations;the social work organizations,on the other hand,depend on the neighborhood committee in terms of the source of service object,resources of service,and the publicity of their performance because of their non-profit,organizational innovative,and weak professional characteristics,which is a“function allocation-resource dependence”type of“business associate”relationship.This relationship is the result of compromise on the part of social work organizations based on reality.In the future,the two parties shall work towards a bilateral cooperative relationship.
