基于DPSRC模型的国际社区社会韧性评价分析--以广州小北16个国际社区为例

Evaluation of International Community Social Resilience Based on DPSRC Model:A Case Study of 16 International Communities in Xiaobei,Guangzhou

通过回顾和总结社区社会韧性的研究文献,基于国际社区复杂系统的因果梳理和DPSRC模型的运用,构建出国际社区社会韧性综合评价体系,对广州小北国际社区进行社会韧性综合评价分析。运用公众参与和专家咨询的主观赋权法和熵值法对评价体系的指标进行标准化赋权,并对小北社区社会韧性的特征和影响因子进行定量分析。结果表明:①2013—2017年,社区建设与发展日益呈现多元化与国际化新格局;②社区内部公共治安、公共卫生存在着较大问题;③面对小北片区复杂社会问题的存在,在社区层面采取多重积极有效的措施和手段;④政府正在采取积极应对措施,但社区民众大多居于被动参与的状态,并未形成“个人-社区-政府”多主体联动治理模式。广州小北国际社区面临形势的严峻性,建议国际社区社会韧性提升需要根据社区本身特点进行全方位治理。

Through reviewing and summarizing the literature research on community resilience,based on the causal combing of the complex system of international community and the application of DPSRC model,the comprehensive evaluation system of social resilience in international community is constructed,and the social resilience of Guangzhou Xiaobei international community is comprehensively evaluated and analyzed.This paper uses subjective empowerment of public participation and expert consultation and objective empowerment of entropy method to standardize the indicators of evaluation system,and makes quantitative analysis of the characteristics and influencing factors of social resilience of Xiaobei community.The results show that:From 2013 to 2017,the construction and development of communities are showing a new pattern of diversification and internationalization day by day;(2)There are still major problems in public security within communities;(3)In the face of complex social problems in Xiaobei,the government should take multiple positive and effective measures and means at the community level;(4)The government is taking positive measures to respond.Yet,most of the people in the community live in a passive state of participation,and there is no“individual-community-government”multi-agent linkage governance model.It concludes that the Xiaobei International Community in Guangzhou is still facing a serious situation.Finally,it suggests that the improvement of the social resilience of the international community should be governed in an all-round way according to its own characteristics.
