2012—2018年罗霄山区旅游扶贫绩效的时空格局演变

Spatial and Temporal Pattern Evolution of Tourism Poverty Alleviation Performance in Luoxiao Mountain Area from 2012 to 2018

基于罗霄山区23个县、市、区2012—2018年旅游与社会经济的面板数据,运用数据包络分析、标准差椭圆对旅游扶贫绩效时空演变格局进行研究。结果表明:①罗霄山区旅游扶贫综合效率处于中等偏下水平且呈逐年下降趋势,其影响因素由规模效率转变为技术效率;②罗霄山区旅游扶贫规模报酬递减的县、市、区逐年增加,规模效率成为制约全要素生产率的主要原因;③罗霄山区旅游扶贫绩效重心东西向移动速度快于南北向,综合效率和技术效率呈现西北—东南格局,规模效率格局逐渐向正东—正西方向偏移;④罗霄山区10个县存在要素投入冗余、产出不足的现象。

Based on the panel data of tourism and social economy of 23 counties and cities in Luoxiao Mountain area from 2012 to 2018,used DEA-Malmquist and standard deviation ellipse to analyze the spatial and temporal evolution pattern of tourism poverty alleviation performance.The results showed that:①The comprehensive efficiency of tourism poverty alleviation in Luoxiao Mountain area was at the middle-lower level and showed a decreasing trend year by year,and its influencing factors were changed from scale efficiency to technical efficiency.②The counties and cities with decreasing returns to tourism poverty alleviation in Luoxiao Mountain area increase year by year,and scale efficiency becomes the main reason for restricting the total factor productivity;③The focus of tourism poverty alleviation performance in Luoxiao Mountain area moves faster from east to west than from south to north.The comprehensive efficiency and technical efficiency present the pattern of northwest to southeast,while the pattern of scale efficiency gradually develops in the direction of east to west;④10 counties and cities in Luoxiao Mountain area exist phenomena of redundant input and insufficient output,and corresponding optimization strategies are proposed.The spatial and temporal pattern analysis of tourism poverty alleviation performance in Luoxiao Mountain area provides empirical cases and theoretical basis for the implementation of tourism poverty alleviation policy in China.
