基于公共价值的农地整治绩效评价--以湖北省、湖南省和河北省的调查为例

Performance Evaluation of Rural Land Consolidation Based on Public Value:Cases of Hubei,Hunan and Hebei Province

基于公共价值视角,从理论上构建农地整治绩效评价指标体系,基于调查数据和因子分析开发评价量表,利用线性加权模型对调查地区农地整治绩效进行评价和对比分析。结果表明:从结果、过程、关系3个维度测度绩效,能够反映农地整治承载的公共价值;调查地区农地整治绩效总体处于“一般—比较满意”水平,关系绩效亟待关注;在环境条件约束下,运行模式、实施路径与创新手段会引致农地整治绩效的差异;制度创新、产业创新、技术创新是影响公共价值创造的重要因素,也是提升农地整治绩效的有效途径。

Analyzing from the perspective of public value can be providing new thoughts for the performance study of rural land consolidation(RLC).Theoretical analysis was applied to construct the framework of RLC performance evaluation;factor analysis was used to develop the evaluation scale based on survey data;linear weighted model was employed to appraise the RLC performance of the survey areas;and three typical cases were selected for comparative analysis.The results show that the three-dimensional(result,process,relationship)performance view can reflect the public value of RLC;the RLC performance in the survey areas on the whole is at the“general-satisfactory”level,and improving the relationship performance should be emphasized.Under environmental constraints,the operation mode,implementation path and innovative means of RLC would lead to performance difference.Innovation in various fields,such as system,industry and technology,is not only an important factor affecting public value creation,but also an effective way to improve RLC performance.
