摘要
网约车,即互联网预约租车服务,是互联网技术渗透、市场环境变化的产物,体现着“互联网+”时代的思维和“共享经济”的特征。作为时代孕育的新事物,网约车高效供给出行需求,解决了城市出行中的难题。为了对网约车进行规范化治理,采用问卷调查法,对网约车用户群体、网约车从业者和网约车运营方展开调研,通过分析发现,网约车运营中在市场定位、安全隐患、准入制度、平台技术、法律规定等方面存在问题。其中,缺乏政策和法律的正确引导是主要原因。为满足市民的出行需求,从政府治理和行业管理的角度提出合理建议。
Online car-hailing service,that is,the Internet car rental service,is the product of the penetration of Internet technology and changes in the market environment.It reflects the thinking of the"Internet plus"era and the characteristics of the"sharing economy".As a new thing bred by the times,online car-hailing efficiently satisfies the needs of travel and solves the problems in urban transportation.In order to standardize the management of online car-hailing,this article uses a questionnaire survey to investigate the online car-hailing users,online car-hailing practitioners and online car-hailing operators.Through analysis,it is found that there are still some problems involving market positioning,hidden dangers,accessing systems,platform technology,legal regulations and so on.Among them,the lack of correct guidance of policies and laws is the main problem.In order to meet the travel needs of citizens,the article makes reasonable suggestions from the perspective of governmental governance and industry management.
