科技型中小企业融资现状调查及对策研究——以宁夏为例

Investigation and Countermeasures of Financing Status Quo of Technological SME--Take Ningxia as an example

结合宁夏科技型中小企业问卷调查数据分析和实际访谈,从资金支持、融资渠道、金融服务和产业链构建等方面,梳理出宁夏科技型中小企业融资中存在的主要问题,并提出建议性对策:对科技型中小企业实行分类资金支持并建立竞争排名机制,为财政资金分配提供更为合理的依据;应从降低信息不对称性和分散融资风险方向,完善并发挥现有融资渠道的作用,逐步建立多元化融资体系;鼓励设立专业化的科技银行,引入科技保险适度放宽风险损失承受比例,通过服务竞争评价遴选出专业化融资服务机构;此外,应结合宁夏科技发展基础和产业优势,发挥上市科技企业的引领和牵引作用,同时积极承接东西部产业和技术转移,打造宁夏科技创新产业链,提高科技创新竞争水平。

Combining the data analysis of the questionnaire survey and actual interviews of Ningxia technology-based small and medium-sized enterprises, from the aspects of financial support, financing channels, financial services and industrial chain construction, sort out the main problems in the financing of Ningxia technology-based small and medium-sized enterprises, and propose suggested countermeasures: Implement classified funding support for technology-based SMEs and establish a competitive ranking mechanism to provide a more reasonable basis for the allocation of financial funds. From the direction of reducing information asymmetry and diversifying financing risks, we should improve and play the role of existing financing channels, and gradually establish a diversified financing system. Encourage the establishment of specialized technology banks, introduce technology insurance to moderately relax the risk loss tolerance ratio, and select specialized financing service institutions through service competition evaluation. In addition, Ningxia’s scientific and technological development foundation and industrial advantages should be combined to give full play to the leading and leading role of listed technology companies,and at the same time actively undertake the transfer of industries and technologies from the east to the west, build Ningxia’s technological innovation industrial chain, and improve the level of technological innovation competition.
