On National Quality Infrastructure Development Policies and Their Legal System Construction

本文从国家质量基础设施概念演变考察,分析部分发展中国家的国家质量基础设施发展政策。研究NQI立法框架主要包括标准法、计量法、法制计量法、认可法等内容,并对NQI立法进行比较分析。提出我国NQI立法应明确技术机构的法律地位和法定职责,促进NQI法律制度的现代化和国际化建设。

From the investigation of the evolution of the national quality infrastructure concept,this paper analyzes the national quality infrastructure development policies of some developing countries,studies the NQI legislative framework,which includes standardization law,metrology law,legal metrology law,and accreditation law,and makes a comparative analysis of NQI legislation.This paper proposes the NQI legislation should clarify the legal status and statutory responsibilities of technical institutions in China,so as to promote the modernization and internationalization of the NQI legal system.
