摘要
现阶段我国铁路货运正处于向现代物流转型升级关键阶段,在概述铁路货运“一单制”经营模式的基础上,从提升服务水平、优化资源配置和增加经济效益等方面将“一单制”经营模式与铁路货运传统经营模式进行比较,并从铁路货运经营理念有待转变、货运信息化程度有待增强、综合服务水平有待提升和多式联运网络有待加强等方面,剖析推行“一单制”过程中存在的问题。对北京货运中心铁路货运“一单制”经营模式从搭建“一单制”经营平台、优化“一单制”业务流程、构建多式联运服务网络3个方面进行实践探索,以此构建高效现代物流服务体系,加快推动铁路货运向现代物流转型升级。
The railway freight transport in China is in the key stage of transformation and upgrading to modern logistics.On the basis of the One Order System business mode of railway freight transport,this paper compares it with the traditional railway freight business mode from the aspects of improving customer service level,optimizing resource allocation and increasing economic benefits,etc.It also analyzes the problems existing in the process of implementing the One Order Sytem,which includes:the concept of railway freight needs to be changed,the degree of IT application needs to be enhanced,the comprehensive service needs to be improved and the multimodal transport network needs to be strengthened etc.Taking the One Order Sytem business mode of railway freight in Beijing freight center as an example,this paper explores the establishment of One Order System business platform,optimization of One Order System business process,and construction of multimodal transport service network,so as to build an efficient modern logistics service system and accelerate the transformation and upgrading of railway freight to modern logistics.
