从管理走向治理:高职院校管办评分离改革的对策研究

摘要 高职院校实施管办评分离改革,是积极顺应职业教育未来发展趋势的应然之意,是充分实现政府管教育、学校办教育、社会评教育的实然之举,也是构建多方力量齐心协力,共同促进职业教育发展的必然选择。当前从管理向治理迈进的过程中还存在政府管理职能缺位、越位、错位;高职院校自主办学权力缺失、受制;社会参与职教评价力度孱弱、不敷等问题。厘清管办评三者之间相互关系,明确管是基础、办是核心、评是支撑,着力从政府职权、学校自主以及社会参与入手,有力实现政府、学校、社会三方协同共治,并在此前提下构建教育命运共同体,促进高职学院教育质量迈向更高层次。 As an inevitable choice to jointly improve the development of vocational education,the separation of management,operation and assessment of vocational colleges can actively adapt to their future development trend,and fully facilitate the management of the government,the operation of the school,and the assessment of the society in education.However,from management to governance,there still exist such problems in the process as the absence,offside and misplacement of the government management,the lack and limitedness of autonomous rights in vocational colleges,and the low participation of society in the assessment.With management of the government as the foundation,operation of colleges as the core and assessment of the society as a support,the community with shared education should be built to further improve the quality of higher vocational colleges.
