摘要
新型冠状病毒肺炎疫情给民航业带来了极大的冲击。中国政府以疫情防控为优先,在促进行业发展、消费者权益保护等方面出台了一系列政策措施,起到了较好的效果。美国民航主管部门在应对新型冠状病毒肺炎疫情中出台的各项政策与原有政策的衔接性较强,反映出较为成熟的法治化管理手段。建议中国民航主管部门及时总结疫情防控期间出台各项政策措施的经验得失,吸收借鉴国外好的做法,做好制度转化工作,进一步提升民航行业治理能力和治理体系现代化水平。
The corona virus disease(COVID-19)has significant negative impact on the operation of civil aviation industry.Civil Aviation Administration of China(CAAC)has introduced a package of measures to help the industry to recover,and have already achieved positive results.A safe,secure,efficient and resilient air transportation system that addresses the threat of COVID-19 provided great support to the States’strategy and greatly reduced the public health risk.Summing up experiences in time and learning from the U.S.’s experiences will help CAAC to improve the system of administration and advance the modernization of civil aviation authority system and capacity for governance.
