基于计划行为理论视角下农村生态环境监管行为研究—以河南四县为例

Research on Rural Ecological Environmental Supervision Behavior Based on the Perspective of Planned Behavior Theory——Taking Henan four counties as an example

结合计划行为理论和结构方程模型对农村生态环境监管行为进行实证分析。对从事农村生态环境监管的262名工作人员进行问卷调查后,通过结构方程模型计算结果进行分析,结果说明提升监管人员认知和能力的提升有助于提高监管规范和监管意愿,加强监管意愿是明确监管目标和提高监管规范的重要条件,当前在培养监管人员的监管意愿上是比较到位的,但在监管规范上,还存在一些问题。监管规范的问题主要在于工作规范不完善,而要明确监管目标需要进一步加强监管意愿。

This article combines the planned behavior theory and structural equation model to conduct an empirical analysis of the rural ecological environment supervision behavior.After conducting a questionnaire survey on 262 workers engaged in rural ecological environment supervision and analysis,the results of structural equation model calculations were analyzed.The results show that improving the awareness and ability of supervisors can help improve regulatory norms and willingness to monitor;It is clear that the regulatory objectives and the important conditions for improving the regulatory norms are currently in place in the cultivation of the supervisory will of the supervisors,but there are still some problems in the regulatory norms.The problem with the regulatory norms is mainly that the working norms are not perfect.Therefore,in the case where the current working norms are not perfect,it is necessary to further strengthen the regulatory will to clarify the regulatory objectives.
