固定污染源排污许可证核发工作的问题与建议

排污许可制度是正推进的一项生态环境基础制度改革,是构建新型环境管理制度的核心。排污许可证核发作为排污许可制度实施的重要环节,直接关系着“一证式”管理制度的建立。随着发证工作推进,问题也彰显出来,推进固定污染源排污许可证“全覆盖”对于核发单位难度大,应注重环保数据库系统平台搭建,也应加强宣传指导工作,有效引导企业自主申报。同时应建立企业与环保部门有效的联络、答疑机制,在大规模开展工作前应组织好培训工作。核发工作还应加强与第三方环保机构合作,主动打开第三方市场,让第三方有秩序的参与进环保工作,为“一证式”管理奠定基础。此外,应完善法律、法规和处罚细则,及时出台《排污许可管理条例》对证后监管给予保障。
