黄河流域产业生态化评价及优化路径研究

Study on the Evaluation and Optimization of Industrial Ecology in the Yellow River Basin

产业生态化是实现黄河流域高质量发展的重要方向。为探索黄河流域产业生态化的持续优化路径,构建了基于目标层、准则层和指标层的产业生态化评价指标体系,利用熵权法对2009—2018年黄河流域9个省(区)进行了测评。结果表明:黄河流域产业生态化水平呈上升趋势,但呈现“N”形变化轨迹;黄河流域产业生态化水平的空间差异较大,在具体的产业生态化子系统上,不同省(区)有自身的特点。据此应采取的优化路径为:黄河上游地区应结合具体生态资源,以保护性开发为主;黄河中游地区以特色产业与环境保护的协调为主;黄河下游地区要注重产业发展和区位优势的结合。优化路径需要统筹考虑理念、制度和具体举措3个方面。

Industrial ecology is an important direction to realize the high quality development of the Yellow River Basin.After constructing the evaluation system of industrial ecology based on target layer,criterion layer and index layer,this paper evaluated nine provinces in the Yellow River Basin from 2009 to 2018.The result shows that the level of industrial ecology in the Yellow River Basin keeps rising,but it presents N⁃Type change track.The spatial difference of industrial ecological level in the Yellow River Basin is larger and different provinces have their own characteristics in the specific industrial ecological subsystem.The optimization path should be taken as follows.The upper rea⁃ches should focus on the protective development based on the specific ecological resources.The middle reaches should focus on the coordina⁃tion of characteristic industries and environmental protection.The lower reaches should pay attention to the combination of industrial develop⁃ment and regional advantages.We need to coordinate the concept,system and specific measures to optimize the path.
