水电工程勘察设计收费标准思考

Consideration on the Charge Standard of Hydropower Engineering Survey and Design

为促进当前政策背景、经济环境下的水电工程勘察设计收费工作科学、公正、合理、高效开展,归纳并思考多年来《工程勘察设计收费管理规定》(2002年修订本)在水电工程勘察设计收费中的实践情况,提出了对该规定的若干重大修改、调整建议,如“计费额”“调整系数”等,分析了“费率法”与“实物工作量法”在水电工程勘察设计收费标准中应用的可能性。提出应尽快在原“02标准”基础上,结合多年实践经验和多方修改意见,编制各方认可的《水电工程勘察设计收费标准》,以保证水电工程勘察设计(咨询)行业的产品质量和服务水平,避免无序竞争,确保行业健康发展。

In order to promote the work of hydropower engineering survey and design fees negotiation scientifically,fairly,reasonably and ef⁃ficiently under the current policy background and economic environment,this paper summarized and considered the practice of“Regulations on the Management of Engineering Survey and Design Fees”(2002 revision)in hydropower engineering survey and design fees over the years and put forward some suggestions on the development of hydropower engineering survey and design fees.Several major amendments and ad⁃justments to this regulation,such as“charging amount”and“adjusting coefficient”had been made to explore the possibility of applying“rate method”and“physical workload method”to the fee standard of hydroelectric engineering survey and design.On the basis of the origi⁃nal“2002 Standard”as soon as possible,combined with years of practical experience and various amendments,the“Design Fee Standard for Hydropower Engineering”should be compiled to ensure the product quality and service level of the hydroelectric engineering survey and design(consultation)industry,avoid disorderly competition and ensure the healthy development of the industry.
