欧盟推动数字教育改革的战略及启示——以《数字教育行动计划》为例

The EU’s Strategy for Promoting Digital Education Reform and Its Enlightenment—Digital Education Action Plan as an example

教育是欧洲为未来社会的发展做出的最大投资。随着数字技术的发展和繁荣,数字技术让信息和资源更加开放,为学习提供了更多元的途径和更丰富的学习机会,因此普及数字技术、推广数字教育至关重要。该文剖析欧盟在2018年1月提出的《数字教育行动计划》中推动数字教育的具体目标和战略,主要聚焦在提升公民的数字技能,应用数字技术促进教育教学,以及用数字技术来改善教育现状等主要方面。参考欧盟推动数字教育发展的目标和战略,我国教育信息化更应该在丰富公民信息素养概念内涵的基础上,在学校信息技术课程中加强技术伦理和可持续发展教育;同时有针对性地促进数字教育资源的多元化建设和共享机制;支持个性化的学习方式来实现信息技术和教育的深入融合;并利用“大数据”更好地服务于我国的教育创新,推动教育改革。

Education is the largest investment Europe has made for future society.As digital technologies evolve and prosper,they make information and resources more open and.provide more diversified ways and richer learning opportunities for European citizens.Therefore,it is essential to popularize digital technologies and promote digital education.This article analyzes the specific goals and strategies in the European Union’s Digital Education Action Plan,which was proposed in January 2018,focusing on improving citizens’digital skills,applying digital technologies to promote learning and teaching,and using digital technologies to improve the education.With reference to the EU’s goals and strategies to promote digital education,we should further enrich the connotation of digital skills and improve China’s digital education in following aspects:to strengthen technical ethics and sustainable development education in school curricula;to promote diversified production of digital education resources and establish a sharing mechanism;to support tailored learning methods and achieve in-depth integration of technology and education;and to make better use of big data for education innovation and education reform in China.
