摘要
讨论了基础设施建设的理论渊源和其在经济社会中的作用,梳理了我国和欧盟、美国、日本、韩国在"新基建"方面的政策布局,从"通用技术"(General Purpose Technologies,GPT)角度探讨了新型基础设施建设的理论基础,并给出了相关政策建议。
This paper discusses the theoretical origins of infrastructure construction and its role in the economy and society,sorts out the layout and planning of China,the European Union,the United States,Japan and South Korea in terms of“new infrastructure”,studies the theoretical basis of new infrastructure construction from the perspective of GPT,and puts forward relevant policy recommendations.
