构建生态流域理论体系 支撑流域生态文明建设 被引量:7

Building the Theoretical System of Ecological Watershed and Supporting the Construction of Ecological Civilization

摘要 我国生态文明建设取得了可喜成绩,但是在流域生态文明建设过程中,缺乏系统理论支撑,尤其是欠缺全局性、系统性和科学性生态流域体系,迫切需要站在生态文明建设国家战略的高度,科学系统地创建生态流域的理论体系,助推生态文明建设、黄河流域生态保护和高质量发展。通过总结我国流域生态建设与保护的发展历程,分析国内外相关生态流域研究进展、发展趋势及其特点,以黄河流域生态保护和高质量发展为目标,提出了生态流域的新概念,阐述了生态流域的定义和内涵,并从水安全、水资源、水环境、水生态、水景观、水文化、水管理、水经济8个维度进行顶层设计,初步构建了生态流域的理论体系,并论述了黄河生态流域构建亟待开展的研究工作。 China has carried out ecological civilization construction for more than 10 years and made gratifying achievements.However,lack of systematic theory,especially in the overall,systematic and scientific aspects,researches on ecological civilization need to rise to the level of national strategy in the construction of ecological civilization urgently,to create a theoretical system of ecological watersheds scientifically and systematically,which will promote the construction of ecological civilization and the ecological protection and high⁃quality development in the Yellow River Basin.Thus,this paper summarized the development process of ecological civilization construction in China and analyzed the progress,development trend and characteristics of relevant ecological studies all over the world.Aiming at the goal of ecological protection and high⁃quality development of the Yellow River Basin,it proposed a new concept of ecological basin and expounded the connotation,defi⁃nition and schema of ecological basin.Based on water security,water resources,water environment,water ecology,water landscape,water culture,water management and water economy,it carried out the top⁃down design,built the theoretical system of ecological basin and dis⁃cussed the key studies of ecological basin.
